The slump in demand for raw aggregates since 2008 has hit the UK minerals industry hard.  All plans for expenditure are scrutinised in detail by senior managers and even the most pressing actions are being delayed pending approval.  However, pressure from the planning and regulatory system have not gone away and, in some cases, have increased: Stalled ROMP regulations, the Mine Waste Directive and Transfer Licences are three current examples.
