Environmental Permits for Waste Management Sites

Since the advent of regulations to implement the EU Landfill Directive in UK law, increasing emphasis is placed on the recycling and re-use of waste materials.  Material that still goes to landfill is classified as inert, non-hazardous or hazardous.  The requirements for planning, engineering, managing and monitoring sites become more onerous with the type of facility.  

These requirements are determined on the basis of appropriate, site-specific risk assessments, which need information on the characteristics of the local environment and the installation design.  

Under the Environmental Permitting (EP) Regulations (2008), which came into force in April 2008 and combine the preceding Pollution Prevention and Control (PPC) and Waste Management Licensing (WML) regulations, the preparation of these environmental risk assessments and the development of a conceptual model is required for all sites prior to a permit being issued.

 

The following risk assessments must be included in an application for an Environmental Permit:

hydrogeological risk assessment;

landfill gas risk assessment;
  •  
stability risk assessment;
  •  
nuisance and health risk assessments (including an assessment of particular matter);
  •  
ecological assessment (if the site is close to a European Habitats site).
